Health insurance plans in Cuyahoga County, Ohio (2026)

I pulled every 2026 marketplace plan sold in Cuyahoga County, Ohio out of the official CMS plan file. There are 119 plans from eight carriers, and a 40 year old in Cuyahoga pays $491 a month at full price for the benchmark silver plan. That is $48 less than in Franklin County, the other Ohio county I track. Across all 79 counties and parishes I track in 24 states, only three have a lower benchmark. CareSource also sells in Cuyahoga now and is leaving for 2027, so some of your neighbors have to switch plans this fall. Below are the carriers, the plan counts, the full prices before subsidy, and what I think the numbers mean if you live in Cleveland, Parma, Lakewood, Euclid or anywhere else in the county.

Who sells marketplace plans in Cuyahoga County

Cuyahoga County and Franklin County, the two Ohio counties I track, have the same number of carriers, eight each. Across all 79 counties and parishes I track in 24 states, eleven have more carriers than Cuyahoga. No single company dominates Cuyahoga County, where the largest lineup is 19 plans (Molina Healthcare) and the smallest is 11 (Anthem Blue Cross and Blue Shield).

Leaving Cuyahoga County for 2027

CareSource sells 13 of the 119 plans in Cuyahoga County this year. CareSource is leaving the Ohio individual market, on and off exchange, for 2027. After that exit, seven carriers are left from the 2026 Cuyahoga lineup: Molina Healthcare, UnitedHealthcare, Ambetter from Buckeye Health Plan, Oscar, Antidote Health Plan, MedMutual and Anthem Blue Cross and Blue Shield. If you are enrolled with CareSource in Cuyahoga, you will get a notice this fall. If you do nothing you are moved to a replacement plan picked on price and metal level, and nothing in that process checks your doctors or prescriptions.

What it costs in Cuyahoga County before any subsidy

These are the full monthly prices, before any premium tax credit, for the cheapest Cuyahoga plan at each metal level. I show the sticker price because it is what your subsidy is subtracted from, and most people who enroll in Cuyahoga pay less, often a lot less.

Monthly premium, full priceAge 21Age 40Age 60Couple, both 40Couple 40 + 2 kids
Lowest bronze$312$399$847$798$1,276
Lowest silver$383$489$1,039$979$1,564
Benchmark silver (second lowest)$384$491$1,042$981$1,568
Lowest gold$443$566$1,202$1,132$1,810

Benchmark silver is the second lowest of the 37 silver premiums listed for Cuyahoga. The last column is two adults aged 40 plus two children.

What these numbers mean if you live in Cuyahoga County

Cuyahoga County is one of 32 of the 79 counties and parishes on my list where the metal levels are priced in the order you would expect. The cheapest gold at 40 is $566, which is $76 above the benchmark silver and $77 above the cheapest silver. In Cuyahoga the extra gold premium pays for a lower deductible rather than coming free.

In Cuyahoga County the benchmark is $92 above the cheapest bronze at age 40, and three of the other 78 counties and parishes I track have a narrower one. That gap decides whether bronze can be free, because your subsidy is the $491 benchmark minus what the government expects you to pay from your income. A 40 year old in Cuyahoga whose expected share is $92 a month or less would pay nothing for the cheapest bronze. At 60 the Cuyahoga gap grows to $194 and at 21 it shrinks to $72, which is why older enrollees are the ones most likely to find a $0 plan.

Franklin County, around Columbus, is the other Ohio county I track. Compared with Franklin County, the Cuyahoga benchmark is $48 lower at 40 and the cheapest bronze is $2 higher. The same eight carriers sell in both, so moving between Cuyahoga and Franklin changes the price you pay but not the companies you can pick from.

Cuyahoga plans by metal level, network and deductible

Expanded Bronze392$0 to $10,600
Silver373$0 to $7,500
Gold403$0 to $3,500
Total1198

There is not a single PPO on the 2026 marketplace in Cuyahoga County. All 119 plans are HMO plans. Outside emergencies, the 119 HMO plans in Cuyahoga generally pay nothing out of network, so the network list matters more than the premium. 8 plans in Cuyahoga have a $0 medical deductible (3 silver, 3 gold and 2 expanded bronze). The 2 bronze ones among them still have out of pocket maximums of $10,600, so a $0 deductible does not mean a small bill.

Every Cuyahoga price on this page is before subsidies, and most enrollees pay less. For a 40 year old in Cuyahoga the premium tax credit is measured against the $491 benchmark. Estimate your own subsidy, or send me your ZIP and I will run the Cuyahoga numbers for you.
