Health insurance plans in Dallas County, Texas (2026)

I pulled every 2026 marketplace plan sold in Dallas County, Texas out of the official CMS plan file. There are 138 plans from nine carriers, and a 40 year old in Dallas pays $671 a month at full price for the benchmark silver plan. That puts Dallas in the middle of the 15 Texas counties I track, with 8 cheaper and 5 pricier. Across all 79 counties and parishes I track in 24 states, 32 have a higher benchmark. Cigna and Baylor Scott and White also sell in Dallas now and are leaving for 2027, so some of your neighbors have to switch plans this fall. Below are the carriers, the plan counts, the full prices before subsidy, and what I think the numbers mean if you live in Dallas, Irving, Garland, Mesquite or anywhere else in the county.

Who sells marketplace plans in Dallas County

No Texas county on my list has more carriers than Dallas County, with nine (tied with Travis County, Collin County and Williamson County). No single company dominates Dallas County, where the largest lineup is 23 plans (Oscar) and the smallest is 7 (Imperial Insurance Companies).

Leaving Dallas County for 2027

Cigna and Baylor Scott and White sell 21 of the 138 plans in Dallas County this year. Cigna is leaving the ACA individual market in every state where it sells, on and off exchange, for 2027. Baylor Scott and White is leaving the Texas individual market for 2027. After both exits, seven carriers are left from the 2026 Dallas lineup: Oscar, Blue Cross and Blue Shield of Texas, Wellpoint, Ambetter from Superior HealthPlan, UnitedHealthcare, Molina Healthcare and Imperial Insurance Companies. If you are enrolled with either company in Dallas, you will get a notice this fall. If you do nothing you are moved to a replacement plan picked on price and metal level, and nothing in that process checks your doctors or prescriptions.

What it costs in Dallas County before any subsidy

These are the full monthly prices, before any premium tax credit, for the cheapest Dallas plan at each metal level. I show the sticker price because it is what your subsidy is subtracted from, and most people who enroll in Dallas pay less, often a lot less.

Monthly premium, full priceAge 21Age 40Age 60Couple, both 40Couple 40 + 2 kids
Lowest bronze$339$433$920$866$1,385
Lowest silver$522$667$1,417$1,335$2,134
Benchmark silver (second lowest)$525$671$1,425$1,342$2,145
Lowest gold$460$588$1,249$1,177$1,881

Benchmark silver is the second lowest of the 52 silver premiums listed for Dallas. The last column is two adults aged 40 plus two children.

What these numbers mean if you live in Dallas County

The gold row is the surprise in Dallas County. The cheapest gold plan for a 40 year old, $588 a month, is $79 cheaper than the cheapest silver plan at $667. That happens because Texas carriers load the cost of the extra silver discounts into silver premiums. If your income is too high for those discounts, silver is the worst value on the Dallas shelf, and a gold deductible here tops out at $3,300.

In Dallas County the benchmark is $238 above the cheapest bronze at age 40, and only 14 of the other 78 counties and parishes I track have a wider one. That gap decides whether bronze can be free, because your subsidy is the $671 benchmark minus what the government expects you to pay from your income. A 40 year old in Dallas whose expected share is $238 a month or less would pay nothing for the cheapest bronze. At 60 the Dallas gap grows to $505 and at 21 it shrinks to $186, which is why older enrollees are the ones most likely to find a $0 plan.

Dallas County and Collin County share Rating Area 8, so the same plan costs the same in both, and the Dallas cheapest bronze and benchmark match Collin exactly. What differs is the menu, 138 plans in Dallas against 127 in Collin. Oscar offers 23 plans in Dallas and 12 in Collin, a sign its networks do not cover both counties the same way.

There is not a single PPO on the 2026 marketplace in Dallas County. The 138 plans split into 96 HMO, 24 EPO and 18 POS. Outside emergencies, the 24 EPO and 96 HMO plans in Dallas generally pay nothing out of network, so the network list matters more than the premium. 6 plans in Dallas have a $0 medical deductible (3 gold, 2 expanded bronze and 1 silver). The 2 bronze ones among them still have out of pocket maximums of $10,150 to $10,600, so a $0 deductible does not mean a small bill.

Every Dallas price on this page is before subsidies, and most enrollees pay less. For a 40 year old in Dallas the premium tax credit is measured against the $671 benchmark. Estimate your own subsidy, or send me your ZIP and I will run the Dallas numbers for you.
