Health insurance plans in El Paso County, Texas (2026)

I pulled every 2026 marketplace plan sold in El Paso County, Texas out of the official CMS plan file. There are 110 plans from seven carriers, and a 40 year old in El Paso pays $594 a month at full price for the benchmark silver plan. Only one of the other 14 Texas counties I track has a lower one. Across all 79 counties and parishes I track in 24 states, 25 have a lower benchmark. Cigna also sells in El Paso now and is leaving for 2027, so some of your neighbors have to switch plans this fall. Below are the carriers, the plan counts, the full prices before subsidy, and what I think the numbers mean if you live in El Paso, Socorro, Horizon City or anywhere else in the county.

Who sells marketplace plans in El Paso County

Seven companies sell in El Paso, against nine in the busiest Texas county I track and four in the thinnest. No single company dominates El Paso County, where the largest lineup is 23 plans (Oscar) and the smallest is 7 (Imperial Insurance Companies).

Leaving El Paso County for 2027

Cigna sells 11 of the 110 plans in El Paso County this year. Cigna is leaving the ACA individual market in every state where it sells, on and off exchange, for 2027. After that exit, six carriers are left from the 2026 El Paso lineup: Oscar, Blue Cross and Blue Shield of Texas, Wellpoint, UnitedHealthcare, Ambetter from Superior HealthPlan and Imperial Insurance Companies. If you are enrolled with Cigna in El Paso, you will get a notice this fall. If you do nothing you are moved to a replacement plan picked on price and metal level, and nothing in that process checks your doctors or prescriptions.

What it costs in El Paso County before any subsidy

These are the full monthly prices, before any premium tax credit, for the cheapest El Paso plan at each metal level. I show the sticker price because it is what your subsidy is subtracted from, and most people who enroll in El Paso pay less, often a lot less.

Monthly premium, full priceAge 21Age 40Age 60Couple, both 40Couple 40 + 2 kids
Lowest bronze$294$376$798$751$1,201
Lowest silver$464$593$1,258$1,185$1,895
Benchmark silver (second lowest)$464$594$1,260$1,187$1,898
Lowest gold$402$514$1,091$1,027$1,642

Benchmark silver is the second lowest of the 40 silver premiums listed for El Paso. The last column is two adults aged 40 plus two children.

What these numbers mean if you live in El Paso County

The gold row is the surprise in El Paso County. The cheapest gold plan for a 40 year old, $514 a month, is $79 cheaper than the cheapest silver plan at $593. That happens because Texas carriers load the cost of the extra silver discounts into silver premiums. If your income is too high for those discounts, silver is the worst value on the El Paso shelf, and a gold deductible here tops out at $3,300.

In El Paso County the benchmark is $218 above the cheapest bronze at age 40, and 20 of the other 78 counties and parishes I track have a wider one. That gap decides whether bronze can be free, because your subsidy is the $594 benchmark minus what the government expects you to pay from your income. A 40 year old in El Paso whose expected share is $218 a month or less would pay nothing for the cheapest bronze. At 60 the El Paso gap grows to $463 and at 21 it shrinks to $170, which is why older enrollees are the ones most likely to find a $0 plan.

No other county on my list is close enough to El Paso County to compare, so here is where it sits among the 15 Texas counties I track. Its benchmark is the second lowest of the 15 and its cheapest bronze is the third lowest. El Paso has seven carriers, where the busiest county has nine.

There is not a single PPO on the 2026 marketplace in El Paso County. The 110 plans split into 68 HMO, 24 EPO and 18 POS. Outside emergencies, the 24 EPO and 68 HMO plans in El Paso generally pay nothing out of network, so the network list matters more than the premium. 6 plans in El Paso have a $0 medical deductible (3 gold, 2 expanded bronze and 1 silver). The 2 bronze ones among them still have out of pocket maximums of $10,150 to $10,600, so a $0 deductible does not mean a small bill.

Every El Paso price on this page is before subsidies, and most enrollees pay less. For a 40 year old in El Paso the premium tax credit is measured against the $594 benchmark. Estimate your own subsidy, or send me your ZIP and I will run the El Paso numbers for you.
