Health insurance plans in Hillsborough County, Florida (2026)

I pulled every 2026 marketplace plan sold in Hillsborough County, Florida out of the official CMS plan file. There are 173 plans from seven carriers, and a 40 year old in Hillsborough pays $648 a month at full price for the benchmark silver plan. Only two of the other 19 Florida counties I track have a lower one. Across all 79 counties and parishes I track in 24 states, 33 have a lower benchmark. Below are the carriers, the plan counts, the full prices before subsidy, and what I think the numbers mean if you live in Tampa, Brandon, Plant City, Riverview or anywhere else in the county.

What it costs in Hillsborough County before any subsidy

These are the full monthly prices, before any premium tax credit, for the cheapest Hillsborough plan at each metal level. I show the sticker price because it is what your subsidy is subtracted from, and most people who enroll in Hillsborough pay less, often a lot less.

Benchmark silver is the second lowest of the 62 silver premiums listed for Hillsborough. The last column is two adults aged 40 plus two children.

What these numbers mean if you live in Hillsborough County

The gold row is the surprise in Hillsborough County. The cheapest gold plan for a 40 year old, $595 a month, is $50 cheaper than the cheapest silver plan at $645. That happens because Florida carriers load the cost of the extra silver discounts into silver premiums. If your income is too high for those discounts, silver is the worst value on the Hillsborough shelf, and a gold deductible here tops out at $3,000.

In Hillsborough County the benchmark is $170 above the cheapest bronze at age 40, and 30 of the other 78 counties and parishes I track have a narrower one. That gap decides whether bronze can be free, because your subsidy is the $648 benchmark minus what the government expects you to pay from your income. A 40 year old in Hillsborough whose expected share is $170 a month or less would pay nothing for the cheapest bronze. At 60 the Hillsborough gap grows to $361 and at 21 it shrinks to $133, which is why older enrollees are the ones most likely to find a $0 plan.

Prices barely differ between Hillsborough and nearby Pinellas County. The benchmark differs by $4 a month at 40 and the cheapest bronze by $5. UnitedHealthcare sells in Hillsborough and not in Pinellas County.

By network type the 173 Hillsborough plans break down as 130 HMO, 19 EPO, 14 PPO and 10 POS. Only 14 are PPOs, and every one of them comes from Florida Blue. If seeing specialists without a referral matters to you, that narrows the Hillsborough shelf to one company. 32 plans in Hillsborough have a $0 medical deductible (17 expanded bronze, 8 platinum and 7 gold). The 17 bronze ones among them still have out of pocket maximums of $9,900 to $10,600, so a $0 deductible does not mean a small bill.

Every Hillsborough price on this page is before subsidies, and most enrollees pay less. For a 40 year old in Hillsborough the premium tax credit is measured against the $648 benchmark. Estimate your own subsidy, or send me your ZIP and I will run the Hillsborough numbers for you.
