I pulled every 2026 marketplace plan sold in Pinellas County, Florida out of the official CMS plan file. There are 149 plans from six carriers, and a 40 year old in Pinellas pays $645 a month at full price for the benchmark silver plan. Only one of the other 19 Florida counties I track has a lower one. Across all 79 counties and parishes I track in 24 states, 32 have a lower benchmark. What these numbers mean if you live in Pinellas County

The gold row is the surprise in Pinellas County. The cheapest gold plan for a 40 year old, $588 a month, is $52 cheaper than the cheapest silver plan at $641. That happens because Florida carriers load the cost of the extra silver discounts into silver premiums. If your income is too high for those discounts, silver is the worst value on the Pinellas shelf, and a gold deductible here tops out at $3,000.
